JAPANESE INTERNMENT ORDER, SAN FRANCISCO
Rare poster ordering the 'evacuation' of those of Japanese descent in San Francisco, 14 x 22 in. white paper stock, issued from the Presidio, San Francisco, May 5, 1942 and signed in type by Lt. Gen. JOHN L. DEWITT (1880-1962). The poster, headed 'Instructions to All Persons of Japanese Ancestry' was issued on the heels of the 'Civilian Exclusion Order No. 41' which ordered their 'exclusion' from 'Military District No. 1', a huge swath of San Francisco containing tens of thousands of Japanese living anywhere near military or industrial sites. This follow-up order advises that those of Japanese descent will be 'evacuated' on May 11, 1942. No Japanese are permitted to change their residence, and the 'Civil Control Station' will provide advice and instructions, 'services with respect to management, leasing, sale, storage or other disposition of most kinds of property', and provide 'temporary residence elsewhere'. 'Evacuees are further ordered to bring bedding, toiletries, extra clothing, cutlery, and 'essential personal effects', all packaged, with no pets allowed. No mention is made of where the 'evacuees' would be sent, nor for what period of time. Fine condition. After the attack on Pearl Harbor, General DeWitt believed that Japanese nationals and Japanese Americans on the West Coast were conspiring to sabotage the American war effort, and recommended they be removed from coastal areas. President Franklin D. Roosevelt issued Executive Order 9066, giving authority to restrict military sensitive locations. DeWitt used the authority granted to him to issue military proclamations to place most of the west coast off limits to Japanese Americans, incarcerating 110,000 Japanese men, women and children, most of whom were American citizens. Although the removal of the Japanese Americans was technically called an evacuation, it turned out to be internment in detention camps.
