HENRY WHEATON (1785-1848) U.S. lawyer and diplomat, served as the U.S. Minister to Prussia (1837-1846). Great content official printed copy of a report presented at a Senatorial session of the 29th Congress marked 'Confidential', 5pp., 8vo., Washington D.C., December 18, 1945, containing the text of a letter and legislation sent by Minister Wheaton to President James K. Polk. Wheaton's letter in part: '...I have the honor to enclose a convention which I have this day signed with the minister of Saxony at this court, for the mutual abolition of the droit daubaine, droit de detraction, and taxes on emigration between the United States and that kingdom...I may add that it is confidently believed that the advantages gained by the United states under these arrangements...are more than equivalent to the concessions made by us, in respect to the power of taking and holding lands in a limited manner...' Moderately toned and disbound, housed withing a cardboard folder. Henry Wheaton was the first U.S. Minister to Prussia, arriving in 1835 with the intention to mostly set up trade agreements. This elimination of emigration taxes between the two countries however is notable as from 1840-1914 it is estimated that over seven million Germans emigrated to the United States, and as of the 2000 census over 15% of American claim German ancestry.
