(1924 - 2018) Forty-first President of the United States who ordered the attack on Iraq to liberate Kuwait. Great content T.L.S., 1p. small 4to., Houston, Dec. 6, 1980, sent to JOHN NORTON MOORE shortly after Ronald Reagan's victory in the 1980 presidential election. JOHN NORTON MOORE (b. 1937) is an authority on international law, national security law and the law of the sea, who served as the principal legal adviser to the U.S. Ambassador of Kuwait during the Gulf War. From 1985 to 1991, he chaired the board of directors of the U.S. Institute of Peace, one of six presidential appointments he has held. With the deputy attorney general of the United States, he was co-chair in March 1990 of the U.S.-USSR talks in Moscow and Leningrad on the rule of law. He also helped lay the groundwork for the Law of the Sea Treaty, currently in force for 168 countries and the European Union.
