EMMANUEL GROUCHY
(1766 - 1847) French general, a commander of cavalry who fought with distinction under Hoche, became the last mashal appointed by Napoleon but refused to march at Waterloo and commanded the remnants of the shattered army. Exiled to America by the Bourbons and blamed by Napoleon for his loss at Waterloo. Good content and association A.L.S. "Emm. Grouchy", 3pp. large 4to., Nantes, July 24, 1797, to Brigade Chief Guyot, commander of artillery, on measures the latter sought to undertake. In part: "...These measures are subversive of all military hierarchy, overriding your commission and absolutely opposed to the Directory''s intentions. You cannot...effect...troop movement without the orders of the commanding generals...It is true that the Law of 18th Floreal is placing under your orders the guns posted for the defense of the shores...Any new order does not rescind a previous order without mentioning it explicily...You acted in excess of your commission by disbanding the companies of coast-guard guns posted between the Odet and Quinper rivers...you have jeopardized the defense of our sea borders...discuss the matter again with General Meunier in order to make good...the damage which was done...". Fine, with translation. This was indeed a serious matter: the previous year French and British fleets were engaged in nearby Audierne Bay following the abortive French raid on Ireland.
