Description:

(1829-1868) Union brevet general on David Hunter's staff, prepared Hunter's order organizing the first unit of African-American troops. Good content A.L.S. "Chas. G. Halpine", 4pp. 4to., Hilton Head, April 2, 1863, to the adjutant general, "N.Y. State Troops". Halpine requests a commission in the 69th New York State Militia as a 2nd Lieutenant, and goes on to list his qualifications and mention numerous prominent officers he has served with, in very small part: "...I was appointed by Col. M[ichael] Corcoran to the office of 'military secretary' of the regiment named - of course an irregular and invalid appointment; but on arriving in Washington... I was selected by Col. D[avid] Hunter... and was, though irregularly, mustered into service... as Second Lieutenant, 69th N.Y.S.M... On the mustering out of the 69th a question was raised as to the irregularity of my appointment, muster, &c by the paymaster: but it was ruled that the mistake having been made by Major Baird, I was entitled to payment for my services... I would like, therefore, and respectfully solicit a 2nd Lieut.'s commission in the 69th Regt. N.Y.S. Militia dated 20th April 1861, to be vacated by resignation 5th September 1861, on which day I was appointed Major in the Adjutant General's Dept. & assigned to the staff of Major General Hunter - on whose staff I have since remained, with the exception of two details to serve on the staff of Major Genl. H[enry] W. Halleck..." Halpine goes on to list three references as to his character, including New York governor Horatio Seymour, and providing an address to which his commission can be mailed. He signs boldly at the conclusion in black ink, adding: "Lt. Col. & Asst. Adjt. General, 10th Army Corps, Dept. of the South". Inset into a paper border, else very good.
