This volume includes proposed amendments to the Constitution, the Judiciary Act of 1789, acts creating the executive departments, the first measures authorizing Hamilton's fiscal program, and much more. A collector has also pasted four autographs to the inside front cover and front flyleaf, all members of the First Congress, including FREDERICK A. MUHLENBERG, JONATHAN STURGES, ELIAS BOUDINOTand FISHER AMES.
